I have not received my w2. The accountant said she has not processed them because the owner of business i was working for is delinquent on payment for their payroll services. Is that legal?

The accountant isn’t required to work for free for a deadbeat who isn’t paying him. The employer is legally responsible though for getting your W-2s to you.

Sounds like the problem is the employer, not the accountant. Ask them why they haven’t paid yet.

"If your employer still refuses to give you Form W-2, call the IRS at 1-800-829-1040. The IRS advises that you should have the following information ready:
